There are various Qubes OS doc pages on USB that should explain it.
Unrestricted USB in dom0 means that any USB drive attached to dom0 can compromise it.

It seems you haven’t created USB qube during setup - which let your dom0 exposed to any USB device you attach - as the warning says. See USB qubes | Qubes OS what to do.
