Trouble installing Stream Isolation on Qubes 4.3

I wanted to make stream isolation on the 4.3 (same as the 4.2) but it can’t possible. Why? How can i fix that in 4.3?

if i click on the USER FIREWALL SETTINGS in the sys-whonix, then happen nothing.

How to setup the new qubes 4.3

first question in qubes 4.2 at sys-whonix → Tor User Config (Torrc) needed to add the “ConnectionPadding 1” text. In the qubes 4.3 i cant do the same. why? is that now not important? second question I wanted to make stream isolation in the 4.3 same as the 4.2 but it can’t possible. Why? How can i fix that in 4.3? third question where can i find a doc about the 4.3?
