How to setup the new qubes 4.3

first question
in qubes 4.2 at sys-whonix → Tor User Config (Torrc) needed to add the “ConnectionPadding 1” text. In the qubes 4.3 i cant do the same. why? is that now not important?

second question
I wanted to make stream isolation in the 4.3 same as the 4.2 but it can’t possible. Why? How can i fix that in 4.3?

third question
where can i find a doc about the 4.3?

Where did you get the information that this was important to set?

More information would be nice. What does “I can’t do the same” mean? What error are you getting?
