I have been unable to install Windows Tools in dom0 and it looks like no one is really sure why.
I think I probably need to just do a fresh reinstall yet again. Should I use 4.0 or 4.1?
Does anyone have any ideas on what is the best way to proceed?

I have tried what happens in Qubes R4.1 (Version 20201014 Alpha) with Windows and QWT 4.0.1.3. So far, the following results are obtained:
