Qubes os stuck after entry disk password

For now, I have

Increased the installonly_limit value on /etc/dnf/dnf.conf to 5 as mentioned on post: https://forum.qubes-os.org/t/installing-older-kernels/569/5

And am testing with kernel version kernel-latest-6.8.6 to see if the issue continues.
