On both 4.1 and 4.2, my AMD 6950 GPU cooling fans are not spinning at all.
How can I control GPU fan speed from within Qubes OS?
Is the GPU used at all? Do you have an integrated GPU as well for the display? In that case, the GPU is not used and should not heat.
Yes its used and even overheats in the summer when watching videos, resulting in crashes.
Are you using this GPU in dom0?
Did you connect your display to this GPU?
Just to be sure that this GPU is actually used instead of some other GPU e.g. your iGPU.

Dom0 don’t need much GPU processing so it’s not using much of GPU resources. It could be that your GPU just don’t need to enable fans to cool it down since the power consumed by GPU is just low.
I guess you can do it in dom0 in the same way as it should be for any other general Linux OS.
Qubes OS don’t use the GPU acceleration in the qubes, it only use the GPU in dom0 for e.g. Desktop Environment/Window Manager.
All graphics are processed in qubes by CPU so when you watch the videos in qubes it’s not using your GPU.

I ended up cutting the blue wires to the fans, so they stayed pinned at full speed. I did manage to cut power to the GPU but it did little to curb power consumption or heat output. Then I eventually switched to a StarBook.
