Hi guys, so I had this problem already before and it forced me to re-install a fresh new Qubes OS. I’ve not done any configuration regarding USB, but to my frustration and suprise, this problem persists even on this new installation. What’s going on? How can I solve it?

What’s in your kernel cmdline in GRUB?
Did you format the old EFI partition when you reinstalled the Qubes? Maybe you’re booting with old Qubes config from default EFI path (EFI/BOOT/BOOTX64.EFI).
It happens if you install with a USB keyboard or mouse attached as you might otherwise be locked out entirely from your machine.
Follow the various posts on the forum or the USB guide [1] on qubes-doc to fix it.
