Booting from ISO file (for HVM) doesn't work

Starting windows 10 HVM gives an error `block device dom0:loopX not available`

I made a Windows 10 HVM and installed qubes windows tool. It starts and seem to sort of work. But after rebooting the computer, when I try qvm-start <windows 10 VM name>, I see an error like: block device dom0:loopX not available . I can work around the error by runing qvm-start <Windows 10 qube name> --install-windows-tools for X times before qvm-start-gui --force-stubdomain . For me, X is 27. I don’t know how to fix that. For now, I try to ignore the 27 notifications of error.
