You need to increase the RAM in sys-usb to 512MB (some recommendations) or 1024MB (what I did) to solve this longstanding issue.

Unable to connect my Webcam to any AppVM; connects and then fails

Ever since I installed Qubes on Thinkpad T480, I have not been able to use my webcam. I connect the camera to the AppVM. The webcam connects for less than a minute and then fails. The camera indicator light stays on indicating that it’s in use, but it’s no longer available for use by any AppVM software.
