xen-balloon: vmemmap alloc failure

When sys-firewall is not running,Whenever I launch a vm whose Net qube is sys-firewall,
(meaning a vm and sys-firewall are launched at the same time)
following messages(yellow) appear in sys-firewall’s journal.

xen-balloon: vmemmap alloc failure: order:9, mode:0x4cc0(GFP_KERNEL|__GFP_RETRY_MAYFAIL), nodemask=(null),cpuset=/,mems_allowed=0
CPU: 1 PID: 44 Comm: xen-balloon Not tainted 6.6.9-1.qubes.fc37.x86_64 #1

if ‘Include in memory balancing’ is unchecked, this message doesn’t appear in sys-firewall’s journal .

sys-whonix is the same too.But message color is red.
As for sys-whonix,setting initial memory to 1000 can prevent this message from appearing in sys-whonix’s journal.

Another method to prevent this message is to manually launch vms one by one like
Launch sys-net manually > sys-net started
Launch sys-firewall manually > sys-firewall started
Launch sys-whonix manually > sys-whonix started
And then vmemmap alloc failure message does not appear in anywhere.

My question is
Can I ignore this vmemmap alloc failure message?
Or Should I do something like I mentioned above?

(environment)
Initial memory / Max memory are 500 / 4000 (default)
Include in memory balancing is checked (default)
