Windows 10 qubes search breaking after updates to the template

I have a Windows 10 template (where I install and update applications). I create qubes based on this template.

Everything seems to work fine for around a month until the next Windows update. After applying updates, the search function is broken in qubes (but not in the template). If I try to open the search bar or Win + R + type some command or application nothing happens.

What is causing this to break? How can I troubleshoot and fix this?

Recreating the Windows qubes restores the search functions but this isn’t really a long-term solution and requires me to re-configure the Windows qube.

I’ve also tried the builtin WIndows Search troubleshooting tool. It seems indicate that the Windows Search service is not running and it starts the service. But, the search functionality is still broken.
