Why tor control panel (sys-whonix) doesn’t have webtunnel bridges?
That’s a question for Whonix that has probably already been dealt with

Agreed this is mostly a Whonix packaging / Tor Controller question rather than core Qubes.
WebTunnel is a pluggable transport, so the pieces you need are: the webtunnel client binary in the Whonix gateway, bridge lines that use webtunnel, and the controller UI knowing how to offer that transport the same way it already offers obfs4/snowflake.
Until it shows up in the Qubes-Whonix panel, the workable path is usually:

Get a WebTunnel bridge line from bridges.torproject.org (choose WebTunnel).

Add it manually in Whonix gateway Tor config / TorRC the way you would for other PTs.

Confirm the PT is actually installed in the gateway template (
which webtunnelor check the Whonix packages for pluggable transports).
Worth checking / bumping the related thread on the Whonix forums too, since that is where the control panel feature would land first. Snowflake already being present is a good sign the plumbing can grow another PT.
