VM's both with working and non-working USB passthrough give same Windows USB device error

When going into “device manager”, all windows VM’s, working or not, will show under “Other devices”->“Universial Serial Bus (USB) Controller” (and sometimes “XP0001 XENBUS VBD”/“XP0001 XENBUS VIF”). The error is:
“the drivers for this device are not installed”

Strangely, there is then a Universal Serial Bus controllers" section at the end that has a “Inter(R) 82801DB/DBM USB” and a “USB Root Hub” that do not have errors, so maybe this is why it’s working on some?

Anyway, if anyone knows what’s going on, I’d be interested to hear it!

I am able to qvm-copy things to the VM, and right-click->send-to->“Copy to other VM” out of the qube, so QWT is installed. I can also pass a USB device into some of them. (I care about this issue because I’m hoping to get the USB device passthrough to work for all of them, and this seems related)

What Windows version and QWT version do you have?

on one system the qube that had working USB passthrough was windows 10, and the qube that had non-working USB passthrough was windows 7.

qwt version 4.1.69 is on both the windows 10 and windows 7 vms

XENBUS VBD device is virtual disk, XENBUS VIF is virtual network - neither is related to USB
