Undervolting Software for Dom0 in Qubes OS?

Basically, I want to run my CPU as cool as possible when running Qubes and I’ve been tinkering around with DIY’ing my Thinkpads cooler.

Is there any way you can install and run any kind of undervolting software in Dom0?

Be aware that it is no longer possible to undervolt Intel processors with modern BIOSes and microcode, due to the changes needed to patch the Plundervolt vulnerability. And one using Qubes ought to switch to something else if planning to install software in DOM0, as it defeats the purpose of Qubes.
