For Windows 7, it seems that the standard SP1 disk is too old. Before installing QWT, the system has to be updated to the current (i.e. January 2020) level.
As for clipboard an file copy, these functions worked for me only if I installed the Xen PV disk and network drivers. During QWT installation, these drivers have to be explicitly selected, as they are disabled by default.
