Sys-usb controller troubleshooting: "Can't attach PCI device to VM in PVH mode"

Background:

I installed Qubes using a USB keyboard and mouse. As a result it didn’t create a sys-usb controller.

I’m trying to create one following this guide:

It won’t let me attach the USB controller PCI device in PVM mode. It gives the error ^^^. I can’t figure out how to switch to HVM mode?

UPDATE:
For others that run into this problem:
Okay, I found the PVH to HVM setting in “advanced tab” in the VM settings. Switch to HVM. And uncheck “include in memory balancing”.

After doing that I was able to attach the USB controller.
