Qubes OS relies on a totally different approach to security: security through compartmentalization. One could probably even say that security of underlying VMs is not (directly) a problem of Qubes. Of course, you might gain some security by using a secure OS in a qube, but it’s a much weaker protection (with many more regular exploits) than the hardware virtualization. More discussion: WTF?!
