Qvm-copy fails for debian-13-xfce testing template

Running qvm-copy to an AppVM based on debian-13-xfce freezes for large files (>50 MB).

This also happens running qvm-copy to the template.

Where should I report this bug? Is the qubes-issues repo on GitHub the right place for the testing templates?
