im using sys-vpn for my sys-whonix net incase there happens to be a 0day one day then my real ip should still be protected because sys-vpn
is this a good setup or should i put vpn on router level too

Do not use a VPN to hide Tor traffic. If you need to bypass censorship, it is better to use private bridges such as Obfs4, WebTunnel, Meek or Snowflakes. Using a VPN in combination with Tor is only recommended in very specific situations and is not generally advised.
Whonix has an architecture where IP leaks are unlikely, but if you want to be sure, you can use Corridor to filter traffic exclusively to the Tor network.
