Window titles is drawn in Dom0, it have no national fonts installed. So all national characters are replaced with underscores.
Thus it became impossible to distinguish windows in the taskbar (all window names consist from underscores)
U can allow UTF8 titles in:
/etc/qubes/guid.conf
