This file also suggests that the default size is set by the initial memory assigned at boot time. Yet no matter what I change the value to, running free shows it to be 1GB.

neither suggestion seems to work. Not sure why, the tmp.mount.d/30_qubes.conf file does exist, and the tmp.mount service also exists and is loaded. But total swap size remains 1048572kB.
