Qubes displays monitors 1 (HDMI) and 2 (DP) however not monitor 3 (VGA)?
All the same brand.
Did you connect them to the same GPU?
What’s the GPU model?

Yes, deets below:
lspci|grep -i vga
01:00.0 VGA compatible controller: NVIDIA Corporation GK208B [GeForce GT 710] (rev a1)
There is no DP in this GPU or did you mean DVI port?
Does your monitor 3 (VGA) works if you connect only this monitor to the GPU and disconnect all other monitors?

Sorry, must be DVI.
I use the VGA with HDMI and DVI on Ubuntu, so the VGA does work via the GPU. However the ratio cannot match the same as monitors 1 and 2.
What do you mean by ratio? Do you mean resolution?
The maximum resolution depends on the interface e.g.:
DVI Connectors Dual-link DVI-D x 1 Max Resolution: 2560 x 1600 @60 Hz
HDMI Connectors 1 (version 1.4a) Max Resolution: 4096x2160 @24 Hz
For VGA it’s not specified and could depend on the cable quality, monitor, GPU etc.
