Plain grub menu when attempting to boot from Qubes installation USB stick

I am trying to reinstall Qubes, as I believe my current installation has become compromised. I have already created a bootable USB stick. However, when I attempt to boot from the USB stick, I get a plain grub menu, with no option to install Qubes.

Before creating the bootable USB stick, I used a Chromebook to format the USB stick. Now I’m wondering if this resulted in the USB being formatted in such a way that it is not recognized by my PC. Could this be the problem? Or is something else not working?

With the dd command. Would an app such as Etcher also work?

Yes, I checked the signature and the checksum. The release signing key had different values from what’s posted on the Qubes website. I already asked about this on the forum,
