No custom mouse cursors are shown in some apps in R4.3+fedora-43-minimal based templates, while in R4.2 + fedora-39-minimal they worked properly

I have a regression with custom cursors feature. I am using custom templates, made from fedora-*-minimal templates by adding KDE apps and other stuff.

Let’s consider running dolphin in qubes with templates based on:

  1. fedora-39-minimal migrated from R4.2 via backup-restore.
  2. fedora-43-minimal installed in R4.3.

In the first one the custom cursors work (e.g. changed when I hover columns vertical separators), while in the second case cursor never changes and I see standard arrow.

But in BOTH cases custom cursor work for thunderbird, but in the second - does not work for qbittorrent.

I had the same problem in R4.2 at some point starting from some of fedora-4*-minimal templates. So, the regression depends on templates.

Maybe I missed installing something to make it work?
May it be some KDE/Qt-related change that causes this regression?
