If you’ll be able to boot into dom0 then check PCI devices attached to sys-net and maybe enable no-strict-reset option for these devices:

Do you have kernel crash without acpi=off? If you see crash log then you can narrow down the kernel module that is causing the issue and blacklist it like it was here:
