Ah my bad i just realized that i think there’s no grub in qubes 4.0 in uefi mode.
so you need to boot into rescue mode, then modify xen.cfg there or rebuild xen.cfg if empty then add qubes.skip_autostart kernel option, you may want take a look in this UEFI troubleshooting | Qubes OS
