Kernel panic not syncing, new empty ssd

I got “kernel panic not syncing” on last line black screen. I am looking to install Qubes on empty SSD.

I used Rufus and followed guidelines checked dd.
Placed 16GB usb stick in the back of HP Xeon 4000.
Saw the options to install Quebes, tried each.
Used trouble shoot option to check 16GB RAM, all fine report.

And kernel panic not syncing isn’t the important line, the important lines are above this one.
