Kernel panic not syncing, new empty ssd

I got “kernel panic not syncing” on last line black screen. I am looking to install Qubes on empty SSD.

I used Rufus and followed guidelines checked dd.
Placed 16GB usb stick in the back of HP Xeon 4000.
Saw the options to install Quebes, tried each.
Used trouble shoot option to check 16GB RAM, all fine report.

Qubes-R4.0.4-x86_64 ISO with Rufus

Machine
System BIOS 786G3 v03.20
Boot Block Date 11/10/09
Processor Type Intel(R) Xeon (R) CPU
QPI Link speed 4800 MT/S
New SSD drive (empty)
Separate SSD for windows
Virtualization enabled
Hyper Threading enabled
Active cores All Cores
GPU external added
