\How do i install this new card without having to reinstall and reconfigure full qubes, i do not even have internet access due to pcie device not found error?

You need to go to the Settings of sys-net and check that the correct device is attached to it. I guess, your old device is attached, and it doesn’t function, so the qube can’t start.
