The plan is to get the qubes-tools packages working on Android, allowing things like the global clipboard, qrexec, and all the Qubes OS goodness natively.
Can you run the Android SDK in Qubes OS?
Yes, you can. Either as a full HVM, or as a package in one of the Linux-based Qubes, they both work.
You can also pass an Android device through via USB if you want to try on-device testing (for app development).
Can you emulate Android inside a Linux-based Qube?
I don’t see why not…
You could probably also get Android emulation to work from inside a Windows HVM, if you really wanted…
