If by ‘freeze’ you mean it sits there with a cursor blinking away in the top left corner, yeah, it does that for everybody. Eventually the installation will start.
Anything else, please give us more information.
Like I can’t click anything including the Help or Quit Button nothing is work

you wrote about problems making BIOS changes permanent (VT-D: On) … does the BIOS setting for RAID also turn back on?

Did you updated BIOS to newest? If so it might be a problem.
I have Dell 5770 at work and latest BIOS 1.14 rendered it unusable.
Windows couldn’t start and linux booted 15min and every disk operation seemed as on old slow hdd - it was on ssd nvme.
After downgrading to 1.13 everything was back to way as it should be.
Then I’ve had battle at disabling auto update of BIOS.
