Does anyone know how to set up a routing VM? I set up a routing gateway. The local proxy can be used, but other VMs cannot access the Internet through the routing vm proxy. My agent has opened the LAN connection

Have you enabled the “Provides network” checkbox on the qube’s settings » advanced tab?

The standard sys-net is a routing gateway.
A VPN netvm is a a routing gateway.

You simply havent provided enough information for anyone to help you.
What have you done?
What software are you using to provide the gateway?
What is the agent?
