if I set the address to 9.9.9.9, it connects, but if I set it to 192.168.1.1, it does not seem to connect. The connection was not possible with the default address set, but 9.9.9.9 is ok.

Did you change PFSense DNS configuration recently? You wanted to change its DNS to use DoT:

Perhaps all QubesOS AppVMs use encrypted DNS rather than DNS using 53, but even though VirtualDNS is used when communicating between AppVMs, I don’t know what is actually used in crypt / not crypt DNS when communicating with the internet.
