Reasons for no official QWT build are mentioned in post #4.

The go-to-solution for 4.1 seems to be now:

Build QWT manually: Windows support in Qubes - #24 by marmarek
Install Windows 10 as usual via Qubes community docs

Mount the QWT iso in the windows qube to install it (point 5):

dom0: qvm-start [windows-qube-name] --cdrom [dispXXXX]:loop0

No need to copy anything over to dom0
Alternatively: Place the ISO in dom0 /usr/lib/qubes/qubes-windows-tools.iso and use qvm-create-windows-qube tool
