I see the second drive as belonging to dom0, not sys-usb. This is a security issue.

I guess you don’t need help anymore but I’m sure others will find this while searching for answers.
The answer is you can’t. I assume the drive is an internal SSD which is probably a PCI device. That’s why it’s attached by default to dom0. sys-usb is for usb devices not for pci devices.
