How to boot Chrome OS?

Chrome OS Flex is a bin file so I think I probably need to convert
I think if I write to the actual flash drive with BalenaEtcher it will be successful, but I have to create a loopback device and write to it with the dd command, right?

Can I solve it by running the qemu-img convert?

Although it has a .bin as extension for it’s filename could it be safely assumed to be an ISO?
