So I tried to install FEDORA 40, and it works. Touchscreen works and the joystics etc.

I don’t use windows, it was preinstalled and until I found the way to get into bios and change the boot order I got into the situation of multiple times getting into the windows initialization process. Now I have completely wiped windows and put Fedora on it just to check if it works. I am installing qubes with the same usb in another laptop and a works properly. So I don’t think is an issue of the usb.
I have ON virtuallization and IOMMU, changed from auto as you have said already.
Secure boot is not ON.
What I find peculiar is that to go to bios I have to smash the F7, not FN+F7.
I am not sure why this isn’t working for you. How much memory and storage do you have? Could different memory and storage have different motherboards?
When you use the Qubes installer, if it just stalled, did you do things like press enter or Esc or things like that? I remember the installer may have had some issues and had to press some stuff and then it finally loaded, but not sure.
Ok so also holding DEL works and goes directly to BIOS (until now I was smashing F7).
Memory is 65536 MB DDR5
2Tb storage.
I didn’t need to press something, the installer works properly until I get the error I said before.
