Have you downloaded qubes-core-agent-networking yet? Or run sudo nft list ruleset to check the rule. There should be default rules otherwise you can’t even get access to the internet.

Empty rules at nftables act as any-any all-all.
And no, nftables preinstalled, without need of qubes-core-agent-networking.

The minimal templates are based on the official releases from Debian and Fedora, they are not custom distributions.
