It is like this on multiple 4.3 installs. Very different to my 4.2 install

From 3 what? Old versions to keep? It will work if you edit /etc/dnf/dnf.conf as you usually would.
Correct. However my dnf.conf at that location is empty except for the header “Main”. Whereas my 4.2 install has content by default (including old versions of 3)
I cant figure out if the location has moved or whether i need to reproduce those 4.2 settings. Is your dnf.conf populated with settings ?
Yes, but I have two in-place-upgraded systems, so it’s probably a remnant of 4.2.

The conf is by repo in the yum folder (yum.repos.d)
That is the dominant settings
If you add anything in dnf.conf it is in addition to those in yum folder so no need to duplicate what is there or what was in dnf.conf for 4.2
