Are bpftrace, or bpftool included in the dom0 kernel?

dnf list --installed | grep -i bpf

Here, I see only libbpf.x86_64.

On 6.1.75-1 I don’t have libbpf.x86_64 returned

However I get returns for journalctl and zgrep as referenced from your other
