I have a thought that I don’t know Qubes can support the dial-up function. Question: Does it supports the dial-up function?
It looks like Fedora has support for dial-up: Announcing the release of Fedora 13 Alpha!!
and sys-net uses Fedora for it’s template, so it should, but I don’t know for sure.
All distros have support for dial up but you will have to install
You may need to install packages to support your modem too.
You can say that Qubes does support the dial-up function.I never presume to speak for the Qubes team.

What are the packages for my Fedora 36 in order to have the dial-up function?

I didn’t know, but 10 seconds of searching told me that
sudo dnf group install "Dial-up Networking Support would be useful.
