I read the Tails documents and they say that by default each connection start Tails makes clearnet requests to Fedora time server. The same was said here about time syncing in Qubes. The important question is do these two clearnet requests from two different OSes look exactly the same for ISP or not? At least Qubes developers may know better about this.
