Recently i upgraded to 4.3 from 4.2. when using disposible whonix qubes i cant move downloaded files to other qubes. is there a way to enable this or was this function removed?
Definitely not removed, since I have this functionality. Options look the same in the new Qt file manager (WW18) as they did in Thunar (WW17), right-click file and “Move to other qube” and the CLI option, qvm-move works as expected.

Ok. On second look, my issue is the downloads show in the browser but when I open a seperate file manager or terminal under the disposible qube, the file is not showing. Example, file will show in borwser [disp1234] but not in file manager [disp4567]
Files downloaded from the Tor browser are located in /home/user/.tb/tor-browser/Browser/Downloads. not in /home/user/Downloads.

Thats not his problem I guess… Just a small missunderstanding.
You can’t open apps from the very same dispXXXX in the way you do. If you want to see (for example) the (downloaded) files in the file manager from the browser in dispXXXX, you need to open the Qubes menu and look for the dispXXXX entry and open the apps from the app-list there…
Second way to get a terminal or file manager from the very same dispXXXX, is right click on the gray qube in the info bar… Looking for the correct dispXXXX entry and clicking on the file manager or terminal entries.
