If I had something that was on debian that I routed over the sys-whonix NetVM would that mean that all network traffic would go over tor? Say I had an application running would that app run over TOR or just in a browser it would route thru TOR?

Yes. You can verify this by running Deb appvm you create with sys-whonix as network, and then going to sys-whonix control panel and stopping it. You’ll see that all internet stops. Like if you did a apt install in terminal it will fail
