Debian 12 In-Place Upgrade Error

Hello, while trying to do a In-place upgrade Debian 12 to 13 fails at step: 3 of the documentation with the posted error..
Qubes version: 4.3.1

sudo apt upgrade

E: Sub-process /usr/bin/dpkg returned an error code (2)

I have tried;

sudo dpkg configure -a

sudo apt-get clean

Any assistance is appreciated…

Install a new template instead.

I am aware of the option to just install a new template from the Template Manager. I chose In-place upgrade for a reason…
