Yes, you can say that I use Windows, I use os qubes on an external hard drive, after restarting qubes, the time gets lost, and on Windows too

You need to configure Windows to store the time in RTC in UTC:

If you’ve got this output at 15:25 UTC then it seems like the time is stored in local time zone in BIOS by the Windows.

You can try to set the time in RTC to UTC like the guide suggested:

To set the system’s hardware clock to UTC, run the following command in the clockVM (usually sys-net):

sudo hwclock --systohc --utc

Then the easiest way to have the changes applied to all VMs is to do a full reboot.

Or change the time in BIOS manually to the UTC value.

But you’ll need to apply Windows UTC fix first or your time will break again the next time you boot in Windows.
