Yeah, the instructions on the github page don’t mention dom0, but they also don’t mention much at all. But for the original split-gpg package, the instructions are more detailed, and they mention that something needs to be installed in dom0 as well; so I assumed it would have to be similar for split-gpg2. Anyway, your new instructions seem more clear.
