Does Qubes 4.1.2 have an Arch template? It would be a lot cooler if it did.

You can build a template for yourself, or pick up an (old) one from
https://qubes.3isec.org
There are packages available from https://archlinux.qubes-os.org/ -
create a repo definition pointing there and you are good to go.
