When I set the keyboard layout in dom0, it is not propagating to the individual qubes. The same issue was reported back in 2015, and the temporary solution was to set the keyboard at the individual qube level. But that isn´t working either. I get an error message ¨Please update the qube [qubename] or its template to the newest version of Qubes tools.¨ Both my base template and the individual qubes are already up to date.
