AppVM/Template updates are the first step to keep these qubes up to date. The updates of the Tor Browser follow whenever you’ve re/started your AppVM (Whonix WS) and turning on Tor browser - then it recognise an updated version and will install it…
Did you start Tor Browser or Tor Browser Downloader inside disposable template?

Tor Browser in the whonix-workstation template has a particular update mechanism that is separate from the Qubes udates. Updating Tor Browser by way of the following will persist:
Open a terminal as user (not root) and enter
update-torbrowser --onion
The --onion flag, which invokes Tor hidden services, is optional. When prompted, answer yes to proceeding with the update and yes to verifying a good signature to accept the download. If the update process terminates prematurely, then you can resume the update with
update-torbrowser --onion --resume
