Sys-usb doesn't recognize android

My android device(s) don’t show up in the Qubes Devices, even though sys-usb is up and running. Moreover, the android device(s) don’t even realize they’re connected to a computer - meaning, the notification “USB connected - charging the device” or similar doesn’t show up.

I’ve tried restarting the sys-usb qube (which is the one created by default), restarting the whole system, using different cables, different ports and different phones. I’ve also enabled USB debugging and tried adb devices in sys-usb (after installing adb for fedora), which showed no devices, and heimdall print-pit with a Samsung device in Download mode .

The output of ls-usb in sys-usb is:

Bus 005 Device 001: ID 1d6b:0003 Linux Foundation 3.0 root hub
Bus 004 Device 002: ID 13d3:56a6 IMC Networks Integrated Camera
Bus 004 Device 001: ID 1d6b:0002 Linux Foundation 2.0 root hub
Bus 003 Device 001: ID 1d6b:0003 Linux Foundation 3.0 root hub
Bus 002 Device 001: ID 1d6b:0002 Linux Foundation 2.0 root hub
Bus 001 Device 002: ID 0627:0001 Adomax Technology Co., Ltd QEMU USB Tablet
Bus 001 Device 001: ID 1d6b:0002 Linux Foundation 2.0 root hub

The output doesn’t change when plugging in / out one of the phones. The output of ls /dev also doesn’t change.

Right now I can’t tell whether this is a specific problem with android devices or external USB devices in general, since I don’t have any other USB devices lying around. My internal webcam works fine though, so the qube in general is functional.
